Changes to NSW Government Funding

The NSW Government changed the way it funds all community preschools/early learning centres from January 2014.

The NSW Government made these changes in response to Professor Deborah Brennan’s review of NSW Government funding for early childhood education, which was released n March 2013. Professor Brennan recommended significant reforms in the way community preschools are funded to ensure that all NSW children in the year before school have access to early children education.

These changes mean that :

  • Government funding targets children in their year before school – aged four and five years olds at 31 July
  • Increased support for children from disadvantaged background
    • low income families with a low income health care card
    • Pensioner concession cards listing dependent children
  • Aboriginal and Torres Strait Islander children

Early learning centres and preschools are expected to target children in their year before school.

Where there is space, centres can continue to enroll children aged 3 years who aren’t eligible for a funded place but will not receive government funding to reduce fees for these children.

Due to these changes in government funding the new fee scale per daily session is as follows:

Catholic Early Learning Centres – 39 spaces per day
Base Fee
Aged 4-5
Equity Fee
Age 3-5
3 year old fee
Holy Family Emerton $14 $14 $20
